20mph Speed Limit Consultation

Consultation has concluded.

Consultation on proposed exceptions to default 20mph speed limit within Bridgend County Borough Council.

New legislation from Welsh Government means that the default national speed limit will fall from 30mph to 20mph on restricted roads.

The new default 20mph speed limit on most residential roads where there is a system of street lighting will come into force on 17th September 2023. From that date any restricted road will have a speed limit of 20mph unless a different speed limit is set by the highway authority by Order.

The objectives of the Welsh Government Restricted Roads (20mph Speed Limit) (Wales) Order 2022 are to:

  • Reduce injuries on the road network.
  • An improved and safer environment that encourages more cycling and walking combined with lower levels of noise pollution.
  • Reduce vehicle speeds within our communities.

The sections of road highlighted in the attached plans are currently subject to 30mph speed limit. When assessed against criteria for exceptions to the 20mph default speed limit for restricted roads, it is considered that they meet the criteria, and it is proposed that they remain at 30mph by Traffic Regulation Order.

Under legislation used by Welsh Government to amend the restricted road speed limits in Wales, the traffic authority for a highway retains the power to direct that a road which was a restricted road prior to the legislation being made, shall cease to be a restricted road subject to the default speed limit.

In accordance to sections 82 and 84 of the Road Traffic Regulation Act 1984, and the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996, Bridgend Country Borough Council are inviting residents to offer their opinions about keeping the speed limit of 30mph on the roads highlighted in the attached plans.

If you have any observations on the 30mph proposals that you would like to be considered these will need to be submitted to us during the 3 week consultation period beginning Monday 3rd April and will close on Monday 24th April 2023.
